Phase I Site Assessments Projects
Risk-Based Closure – Warehouse Facility, Calbag Metals, Inc., Front Avenue, Portland, Oregon (June 2003)
Initially conducted Phase I and II ESAs then managed the removal of surface soils and asphalt, then conducted a comprehensive risk-based closure assessment of the subject site using Oregon Department of Environmental Quality RBCA Guidance Document for petroleum-contaminated sites. The assessments were conducted according to American Society for Testing and Materials (ASTM) standards and included site inspections, investigation of area geology and hydrogeology, review of site history and land use, review of adjacent property history and land use, review of regulatory agency lists and files, interviews with the property owner and authorized regulatory officials, The phase II work included onsite sampling of soil, groundwater, asbestos, PCB’s, and drummed wastes, and preparation of the ESA report. The work involved collection of 85 shallow and intermediate depth soil and media samples and 4 shallow groundwater samples with GeoProbe equipment. Creekside provided well logs, test boring logs, cross sections, and 5 AutoCAD maps depicting site contamination and investigation areas. As part of this project, several leaking UST’s were discovered and removed by Creekside and its subcontractors. The project resulted in completion of a successful risk-based closure, achieved a No Further Action from the DEQ and the site was subsequently sold to the selected prospective purchaser.
Phase I and II Environmental Site Assessment, Willamette Valley Co., Centralia, Washington (2007-2008)
Creekside conducted an initial Phase 1 investigation on a property with many years of industrial use as a lumber mill, railroad turnaround, and wood flour processing plant. A second phase of work was initiated and completed and there is currently an ongoing investigation to fully establish an environmental baseline for the site. This is a complicated site that involves petroleum hydrocarbon impacts in soils.
Phase I and II Environmental Site Assessment, City of Wilsonville, Oregon (2008-2009)
Creekside conducted a Phase I ESA for the City of Wilsonville in December 2008 on a 1.25 acre parcel with multiple tax lots adjacent to Interstate 5, near SW Boones Ferry Road. The subject parcel included a former gas station which required Creekside to recommend a Phase II ESA consisting of a geophysical survey and subsurface exploration. A total of 19 samples were analyzed for total petroleum hydrocarbons by method NWTPHHCID. The Phase II was completed in February 2009 and was managed by Lynn Green. Mr. Green completed the scope of work on time, within about 6 weeks and in the allotted budget of $27,000.

Creekside has conducted multiple Phase I ESAs for Umpqua Bank to provide an independent, professional opinion of the presence of recognized environmental conditions at various sites. Creekside has conducted over 10 Phase I ESAs for Renaissance Homes in various cities around Oregon and Washington.
Phase I, II Environmental Investigation/Facility Closure and Site Demolition and Decontamination, Battery X-Change, Portland, Oregon (2006-2007)
Conducted comprehensive Phase I and II ESAs to establish the lateral and vertical extent of lead contamination at the subject site. Work involved researching historical operating and land use information for the site; preparing a sampling and analysis plan; collecting several dozen wipe samples, shallow soil samples, and water samples; evaluating laboratory data; and preparing Phase I and II reports using standard ASTM protocols. Work also involved selecting a General Demolition Contractor, providing oversight during abatement of asbestos, PCBs, lead-contaminated soils, and building demolition; waste characterization; conducting Phase III confirmation soil sampling and testing after cleanup; and preparing a facility closure report. DEQ issued a No Further Action for this site in March 2007.

Project included preparing several sampling and analysis plans, coordinating air monitoring and evaluating air containment systems, supervising site investigation and phase 1 cleanup activities, and corresponding with Oregon DEQ environmental cleanup division (ECD) personnel.

Prepared a RCRA Closure Plan including liquid and soil removal procedures, a Sampling and Analysis Plan (SAP), and a Health and Safety Plan. Utilized PCB field kits to minimize laboratory costs, compared laboratory test results with applicable regulatory reference criteria (40 CFR 761), supervised site cleanup activities, and received a “no further action” letter from the USEPA Region 10 PCB coordinator upon project completion.

Project involved preparing sampling and analysis plans, health and safety plans (with confined space entry provisions), supervising site cleanup activities, evaluating laboratory test results with appropriate regulatory criteria, recommending disposal options, summarizing the project activities in several reports, and negotiating a groundwater test plan with the Oregon DEQ.
Environmental Investigation in Rickreall, Oregon

Assisted the client in emergency cleanup of fertilizer and pesticide fire debris, investigated waste disposal and treatment options, and worked closely with with DEQ in preparation and implementation of sampling, analysis, and closure plans and reports. Project involvement also included preparation of regulatory classification reports, design and installation of a wastewater treatment system, coordination of site cleanup and decontamination with Chemical Waste Management, Inc., and negotiation of site cleanup standards with DEQ. Also worked with Oregon DEQ and USEPA to exempt on-site wastes from RCRA Land Ban Disposal Restrictions. Other activities included:

Site Investigation and Soil Cleanup, Willamette River
Confidential Oil & Chemical Corporation, Oregon
Completed an assessment of a 1-acre area along the Willamette River (previously used for storing petroleum-impacted soil), met with managers to discuss soil testing results, prepared and implemented a sampling and analysis plan and a work plan and coordinated removal of about 1,200 tons of soil. Creekside prepared a soil remediation report as part of this project. Target constituents include petroleum hydrocarbons and volatile organic compounds.
Environmental Investigation, Oregon
Allied Systems Company (June 2003 – April 2004).
Conducted a comprehensive environmental investigation of onsite storm water, soils, groundwater, and stream sediments. Project involved writing and implementing a Sampling and Analysis Plan, evaluating laboratory data, and preparing a Risk-Based Closure Report consistent with Oregon DEQ rules and regulations. DEQ issued a “No Further Action” letter for the site in April 2004.
Remedial Investigation/Feasibility Study, Redi-Strip of Oregon
Review historical assessment and regulatory files, met with Oregon DEQ to negotiate Phase II work plan and remedial measures, prepared an RI proposal and work plan, implemented RI Work Plan (including soil and groundwater sampling and analysis), and submitted a Draft RI Report to DEQ (project is “in progress”).
Site Investigation, City of Camas, Washington
Completed Phase I and Phase II Environmental Site Assessments including records review, hydrogeologic evaluation, agency file search, personnel interviews, research of environmental investigations on neighboring properties, met with City of Camas to discuss Phase I results, prepared and implemented work plan on a former concrete manufacturing facility in Camas, Washington. Target constituents include petroleum hydrocarbons, regulated metals, pesticides, and volatile organic compounds.

Environmental Investigation and Site Cleanup of Chromium Impacted Animal Hides, Stella Olson Memorial Park, City of Sherwood, Oregon (November 2004).
Project involved preparing a Work Plan which was approved by the Oregon DEQ; collecting soil, sediment, surface water, and groundwater samples; arranging for the samples to be evaluated at a State-certified lab; evaluating the lab data; and developing and implementing a remediation plan for the City (project is ongoing).
Environmental Investigation and Site Cleanup, Washington State
Environmental Investigation and Site Cleanup of Petroleum Impacted Soils and Sediment Washington State Parks & Recreation, State Park Project (November 2004).
Provided emergency response and site cleanup management services, rented heavy equipment necessary for onsite removal of 80 tons of petroleum contaminated soils, hired a specialized subcontractor to remove and properly dispose of 4,000 gallons of oily wastewater, sampled soil and lake bed sediments, evaluated laboratory data, met with agency representatives of Clark County, WA State Parks, & Department of Ecology to develop a plan ofaction, implement the plan and resolve the problem for the park (project is ongoing).

Phase I Site Investigation, Confidential Petroleum Oil Distribution Facility
Portland, Oregon

Project involved conducting a complex focused Phase 1 Environmental Site Assessment (ESA) of a bulk oil transfer facility located along the Willamette River on N.W. St. Helens Road in Portland, Oregon. Client was planning to lease and manage a portion of the subject property for petroleum product storage and distribution. Creekside staff reviewed hundreds of documents at DEQ’s headquarters office to attempt to determine the nature and extent of the hazardous material and waste impacts to the site and to the Willamette River. Work included reviewing regulatory standards for soil, groundwater and sediments. Adjacent property owners included Koppers Industries, Inc., Wacker Siltronic, Inc., Burlington Northern Railroad, and Olympic Pipeline.
Environmental Assessments, Confidential Wood Products Manufacturer

Completed 12 environmental assessments for facilities in western Oregon as part of a facilities sale project. Facilities included saw, planer, plywood and veneer mills, glue lamination operations, maintenance facilities, woodwaste disposal sites, effluent lagoons, chemical and petroleum product USTs, and wood treating sites. The phase 1 assessment on each property was followed by recommendations for additional site characterization where appropriate and necessary. Completed phased assessments for seven of the facilities, and as a result developed phase 3 work plans for additional assessment or remediation. The majority of the work was completed in approximately nine weeks. Chemicals of concern included:

Environmental Assessment & Equipment Demonstration Project
ECO International; Amur River, Khabarovsk, Eastern Russia (June 2007).
The Portland-Khabarovsk Sister City Association (PKSCA) Clean Water Initiative was conducted by ECO International LLC in cooperation with and support from the Foundation for Russian American Economic Cooperation (FRAEC) and supported by grants from the U.S. State Department and the Ford Foundation. This project involved meeting with the various Russian groups involved with different aspects of Amur River monitoring, obtaining an understanding of the regional ecosystems, particularly regarding the Amur River and its tributaries, field sampling water and sediments along the Amur river, and demonstrating a variety of field monitoring equipment including portable GCMS, PID, and other field monitoring devices.

Conducted comprehensive Phase I and II ESA’s and a Risk Assessment to establish a baseline prior to a major real estate transaction commitment. Work involved researching historical operating and land use information for an active chemical distribution facility; preparing a sampling and analysis plan; supervising collection of several dozen shallow soil samples and groundwater samples; evaluating laboratory data; and preparing Phase I and II reports using standard ASTM protocols. Project required gaining knowledge of Illinois EPA’s Tiered Approach to Corrective Action (TACO) regulations and requirements.

Environmental Assessment & Site Cleanup – Portland Harbor Sediment Study Area
Romar Transportation Sytems, N. Time Oil Road, Portland, Oregon
(June – December 2005)
Based on initial sampling results from a river sediment quality study, DEQ identified Romar as a potential source of contamination to the Portland Harbor. A Strategy Recommendation was completed & DEQ determined a Preliminary Assessment (PA) on the subject property should be conducted, under medium priority status. Creekside completed the PA in July 2005, then prepared a work plan for DEQ which involved hot spot removal of PCB-impacted soils. Creekside provided construction oversight during remediation, collected confirmatory samples, prepared an ecological risk assessment, and successfully obtained a recommendation for No Further Action from DEQ.
