Project involved conducting a complex focused Phase 1 Environmental Site Assessment (ESA) of a bulk oil transfer facility located along the Willamette River on N.W. St. Helens Road in Portland, Oregon. Client was planning to lease and manage a portion of the subject property for petroleum product storage and distribution. Creekside staff reviewed hundreds of documents at DEQ’s headquarters office to attempt to determine the nature and extent of the hazardous material and waste impacts to the site and to the Willamette River. Work included reviewing regulatory standards for soil, groundwater and sediments. Adjacent property owners included Koppers Industries, Inc., Wacker Siltronic, Inc., Burlington Northern Railroad, and Olympic Pipeline.
