Creekside’s principal consultant is a registered environmental assessor and has a strong knowledge of current State and Federal regulations, as well as procedures and policies related to conducting thorough Phase I and II facility assessments. Creekside has first hand experience in completing property transfer assessments and remedial investigations of industrial properties using ASTM methods and USEPA protocols. We have conducted assessments at numerous sites in Oregon, Washington, Idaho, Arizona, California, and Alaska. Creekside remains current through weekly and monthly regulatory update services and continuing education programs.
Phase I Environmental Site Assessments in Oregon
A Phase 1 ESA is typically suggested for any developed property that is being or has been used for any non-residential purpose. Creekside’s typical Phase 1 ESA consists of a site inspection to identify known or suspected recognized environmental conditions (RECs), follows ASTM Practice E 1527-05, and includes a review of historical building permits, site records, aerial photographs, Sanborn Fire Insurance Maps, city directories, and topographic maps.
Creekside will conduct a government environmental agency database review, and interview representatives of local
environmental oversight agencies, past owners and occupants, and others familiar with the subject property. Specific recommendations for follow up work beyond the Phase 1 ESA can be provided upon request. Creekside is fully capable and equipped to help in further site characterization or contamination remediation.

Preliminary Environmental Site Assessments in the State of Oregon
Under Oregon state law (ORS 465.245), the Oregon Department of Environmental Equality (DEQ) requires Preliminary Assessments (PAs) be conducted at sites where hazardous substances may pose a significant threat to human health or the environment. The PA is a formal and detailed investigation, designed to determine whether a site is releasing, has released, or could release hazardous substances to the Phase I Environmental Site Assessments, Multiple Cities and Counties around Oregon and Washington for Renaissance Homes (2005-2008)environment, and whether a response action is required.
For a PA, Creekside will compile available environmental data about a site and its adjacent properties. This includes site land use history and operations, information on potential sources of contamination, pathways for migration of contaminants, and receptors or targets potentially affected by the contamination. The PA Report summarizes data gathered and makes specific recommendations for further action. While the PA attempts to identify whether a site could endanger human health or the environment, it is not intended to fully characterize site contamination or to quantify the magnitude of site risks.
Following a PA, some sites require additional characterization (soil and groundwater sampling analysis) to determine what corrective actions might be needed. In such cases, an additional investigative effort and report are called for: an
Expanded PA (XPA) . Creekside can provide XPA services, and oversee any clean up activities.

Environmental Assessments for Real Estate Transactions
A Phase 1 environmental site assessment (ESA) is typically suggested (or required by some lenders) for any developed property that is being or has been used for any non-residential purpose. Creekside’s typical Phase 1 ESA consists of a site inspection to identify known or suspected recognized environmental conditions (RECs), follows ASTM Practice E 1527-05, and includes a review of historical building permits, site records, aerial photographs, Sanborn Fire Insurance Maps, city directories, and topographic maps. Creekside will conduct a government environmental agency database review, and interview representatives of local environmental oversight agencies, past owners and occupants, and others familiar with the subject property. Specific recommendations for follow up work beyond the Phase 1 ESA can be provided upon request. Creekside is fully capable and equipped to help in further site characterization or contamination remediation. Creekside has completed over 200 Phase 1 and Phase 2 projects ranging from undeveloped small acre parcels to large industrially developed facilities.
Phase 2 assessments can range from a few soil samples to decommissioning of tanks to full site cleanup and regulatory closure.

Additional Environmental Services
Parties contracting for Phase 1 ESAs should note that a number of issues are excluded from the scope of ASTM ESA Standards, including assessment of asbestos-containing building materials, lead-based paint, indoor air quality, mold, wetlands, and other issues. Persons planning the purchase of a facility/property should consider whether these non-scope issues may be present at the site, and add the investigation of such issues to the scope of Creekside’s assessment activites.
